Over the last 20 years, Dr. Ellner practiced as a general surgeon. He later transitioned into healthcare executive roles because of his passion for patient safety, quality, and value-based care delivery. His authentic leadership style inspires team members to work through challenging situations, such as resistance to change and innovation, to affect transformation meaningfully. Most recently, he was the CEO of Billings Clinic, the largest health system in Montana, and it was during his tenure that Forbes listed the clinic as the best place to work in the state. It was also at that time that he put together a strategic growth plan that included building a Level 1 trauma network and a rural-based clinically integrated network. Before this role, Dr. Ellner led large physician groups and clinically integrated networks in major health systems. Currently, he is the New England Market President for Navvis Healthcare, a transformative population health company. Dr. Ellner holds a Master's Degree in Healthcare Management from the Harvard School of Public Health, a Master's Degree in Public Health from San Diego State University, and he completed his General Surgery Residency at the University of California, San Diego. He has recently obtained a Healthcare Law Degree at the University of Oklahoma College of Law.

Bryan Fuller - CPCU, ARe, AIE, MCM 

Director, Examination Resources, LLC 

Bryan Fuller has over 30 years of experience working in the reinsurance and insurance regulatory consulting industries as well as working on behalf of insurance regulators while at the NAIC. Bryan has worked on various international technical assistance projects, development of risk-based supervisory frameworks, enterprise risk management, stress testing, early warning systems, global capital requirements for internationally active insurance groups, Solvency II, on-site inspections, financial analysis, ORSA, corporate transactions, reinsurance matters, excess and surplus lines insurance, title insurance, financial solvency matters, troubled companies, receiverships and expert witness work. 

Before joining Examination Resources, Bryan managed the reinsurance and international insurers department (IID) on behalf U.S. insurance regulators at the NAIC. Prior to working at the NAIC in 2000, Mr. Fuller worked for Shelter Reinsurance Company. Bryan also has worked extensively on the development of international insurance regulatory standards produced by the International Association of Insurance Supervisors (IAIS). Bryan was an editor of the text book “ARe 144: Reinsurance: Principles and Practices – 1st edition – Associate in Reinsurance Program” which was produced by the American Institute for CPCU and the Insurance Institute of America. 

Bryan has conducted technical assistance projects on five continents for insurance regulators and insurance industry participants. He has also provided expertise for the International Monetary Fund, World Bank, Asian Development Bank, Congressional staff, the GAO, Financial Stability Board, Group of Thirty (G30), Federal Reserve Board of Directors, FBI, IRS and other federal financial regulators on insurance regulatory standards and insurance industry practices.

William Michael, Managing Director

Bill is a Managing Director at Risk & Regulatory Consulting, LLC with over 25 years of insurance industry experience, including the past 17 years working on risk-focused examinations. Bill has served as the Examiner-in-Charge on several financial examinations, including coordinated examinations of large, complex, multi-state insurance companies. His financial examination experience includes serving as a subject matter resource in a variety of areas, including corporate governance, ERM, internal audit, and reinsurance. Additionally, Bill contributes regularly to insurance regulatory thought leadership initiatives, and has participated actively as an interested party (including providing volunteer assistance on an ad hoc basis) for many years in National Association of Insurance Commissioners working groups, such as the Risk-Focused Surveillance Working Group and the Financial Examination Handbook Technical Group. He is also a frequent speaker at venues such as SOFE CDS, and regularly provides training to numerous state insurance departments each year on financial examination hot topics. In addition, he has authored a number of articles for the SOFE Examiner in recent years, receiving the SOFE Editor’s Choice award in 2019 for co-authored articles on Liquidity & Capital Management and Managing Specialists. Alex Quasnitschka, Director 

CFE 

Alex is a Director at Risk & Regulatory Consulting, LLC with 20 years of regulator insurance experience. In his role, Alex coordinates, manages and leads a team providing all aspects of statutory examinations of insurance companies on behalf of state insurance departments. He provides examination administration, planning, staff supervision, review, on-the-job training, and report writing on all types of insurance companies using his extensive knowledge of NAIC guidelines, various state regulations, and the NAIC risk-focused examination approach. Alex’s role involves keeping pace with changing regulatory environments to provide targeted, up-to-date advice to his regulatory clients. He provides training for various state insurance clients, and he is also a frequent speaker at venues such as the SOFE CDS. Alex has written a number of articles for The Examiner in recent years receiving the SOFE Editor’s Choice award in 2019 for co-authored articles on Liquidity & Capital Management and Managing Specialists. 

Mr. Dave Dillon, FSA, MAAA, MS, MCM, Senior Vice President & Principal, has over 25 years of accident and health insurance experience, and 18 years of managing healthcare projects for regulatory agencies. Mr. Dillon currently serves as the President-Elect for the Society of Actuaries’ (SOA) and is recognized nationally as an industry leader with regards to health insurance and healthcare reform issues. Mr. Dillon is a key public spokesman for the SOA regarding health insurance matters.  

In addition to Mr. Dillon’s leadership role with the SOA, Mr. Dillon is also active with the American Academy of Actuaries ("Academy") and the Academy’s role within the health insurance community. Mr. Dillon currently serves an instructor for the Academy’s Life Health & Qualification Seminar. Mr. Dillon recently served on the Academy’s Individual and Small Group Markets Committee and the Academy’s Health Financial Reporting & Solvency Committee. 

Jerry Wynne has been working in Security for over 25 years, the last 19 years with Blue Cross Blue Shield of North Dakota.  While working for Blue Cross Blue Shield of North Dakota he has served in a variety of roles including Director of Security and Privacy, and Government contractual named security officer.

Currently he serves as the chair of the BCBSND Board of Directors Cyber Security Sub-Committee, Chair of the Artificial Intelligence Steering Committee, also, he is the Vice President of IT, IS, and Facilities for Blue Cross Blue Shield of North Dakota, and Enterprise CISO for Healthy Dakota Mutual Holding company (The parent company of Blue Cross Blue Shield of North Dakota).

He also serves as the President of the Board and was a founding member of the Fargo ISACA chapter and is a regular public speaker on the topic of Cyber Security.

Jerry Wynne is certified as a Certified Information Systems Auditor (CISA), Certified Information System Security Professional (CISSP), and Certified in Risk and Information System Control (CRISC).

EXPERIENCE 

Ms. Schuman, Market Regulation Director, joined The INS Companies (INS) in 2006. She brings nearly forty years of insurance experience to the firm with the last twenty-two years in a regulatory capacity. While with INS, Ms. Schuman has served as the supervisor for examinations and compliance projects for a variety of states, conducted market analysis reviews, provided market conduct training, and supervised multi-state market conduct examinations. Recently, Ms. Schuman has been overseeing complex Mental Health Parity Addiction Equity Act (MHPAEA) reviews, Affordable Care Act reviews, and pharmaceutical related reviews and has experience in all lines of business. 

Ms. Schuman has extensive experience supervising field examiners, drafting examination plans and coordinator handbooks, determining cost estimates, monitoring budgets and expenses, reviewing materials and examiners' work papers, determining examiner workloads, maintaining communication with the various insurance departments and assisting with closing examinations. She has developed continuing education programs, taught classes, given many speeches, and made presentations to various groups, such as the Insurance Regulatory Examiners Society (IRES), the NAIC, and others. 

Prior to 2006, Ms. Schuman worked in the market regulation division of the NAIC. She served as a Senior Market Regulation Specialist and was responsible for drafting portions of the NAIC Market Regulation Handbook and supporting various task forces and working groups under the purview of the market regulation committee. Additionally, Ms. Schuman currently sits on the board of IRES and serves as their current President, where she has been a leader for their in-development mental health parity designation program. She has also hosted the “Coffee and Conversation” topic which is a popular IRES Career Development Seminar program. She currently resides in Kansas City, Missouri. 

EDUCATION 

Ms. Schuman holds a Bachelor of Science in general studies from the University of Missouri, a Bachelor of Science in secondary education from the University of Kansas and a degree in business administration from Longview Community College.  EXPERIENCE 

Dr. Sankey serves The INS Companies (INS) as Market Regulation Pharmacy Supervisor where his primary responsibilities include assisting regulatory clients with reviewing formulary information, determining compliance with federal and state laws and regulations pertaining to prescription drug benefits, assisting with claim audits, and performing prescription claim assessments for pharmacies, health plans and pharmacy benefit managers. He also reviews the documentation/policies, approval/denial rates and reporting of the health plans and health providers under examination. 

Prior to joining INS, Dr. Sankey served as both a Staff Pharmacist and Pharmacy Manager for Rite Aid and Weis Pharmacies, beginning in 2013. His responsibilities included patient consultations, insurance navigation and assistance, and prescription processing. He also oversaw the pharmacy operations and assisted with upkeep of regulatory and procedural requirements. With nearly ten years of experience in retail pharmacy, Dr. Sankey is utilized as a pharmacist resource during examinations to assist with pharmacy benefit designs and provide clinical expertise with respect to state and federal pharmaceutical regulations.

Dr. Sankey earned his Doctor of Pharmacy from Wilkes University’s Nesbitt School of Pharmacy. He holds the following industry designations: Market Conduct Management (MCM). 

Background 

Matt joined Noble in 2023. He has more than 16 years of insurance financial examination experience in all lines of insurance including life, health, property, and casualty. He brings extensive risk-focused examination experience, including multi-state coordinated examinations. 

Prior to joining Noble, Matt was with the Pennsylvania Insurance Department, including serving as Director, Bureau of Financial Examinations (Chief Examiner). In this role, he was responsible for the oversight of over 30 employees and provided technical guidance to staff.
